Seventeen Billion for Auto Bailout

Bush has used his executive authority to approve seventeen billion dollars in loans to the automotive industry - specifically General Motors and Chrysler. I'm personally disappointed, but I'm not a policy maker, so my opinion isn't worth too much.
What really annoyed me about the loan is that the automakers have to "pay the money back" if they are unable to restructure. How will that work? If they aren't able to restructure, how the heck are they supposed to be able to pay it back?
