Minor Car Accident on 93N Causes Major Backup

I was driving into Boston this morning and came upon this accident:

This type of accident is minor in terms of importance but it nonetheless caused traffic to slow down to a crawl at least five miles back.

When will lawmakers and road safety officials realize the cost of accidents are so much greater than the damage to cars and the injuries to people? I truly believe that people who cause accidents and or engage in road rage should have drastically higher insurance rates.
