No Red Tape Over Tail Light Lenses?

My wife just went to get her car inspected - and the guys told her that the tape over her tail light lens would cause her to fail. What's up with that? Maybe its to prevent people from going overboard with it, but all the same, it seems a little extreme to me, considering the cost of tail light lenses. Must be a over $100 for replacing a dime-sized crack in the tail light.
