Traffic Management Techniques

Traffic really gets my goat. Its is a scourge on society as I always say. How can we fix it? Well some better run cities use some intelligence in their traffic management systems, and I'd love to see this proliferate.
My experience with traffic management is based entirely from network traffic, using the "traffic control" system in linux. In it, there are several queueing disciplines available. Also, I'm familiar with lower level network management systems, such as those found in switches, like the spanning tree protocol.
In an "open source" spirit, I would like to suggest that the automobile community call upon our local government officials to do something about traffic, namely implement improved traffic management systems.
In my layman's understanding of the situation, I think traffic flow could be improved simply by limiting the amount of cars that get on the highway at a certain time. By maintaining this optimal flow, driver's will reach their destination faster, clearing the way for other drivers to follow suit.
I know the system is not that simple, but I'm positive their are queueing disciplines that could be implemented that would improve the situation. C'mon, are you with me???
